Due to the overwhelming public interest from Avoca Borough residents, Borough Council wanted to share that on October 7, 2025, the Luzerne County Court of Common Pleas affirmed the Luzerne County Zoning Hearing Board’s Decision to deny Big Rocks LLC’s application for a Special Exception to construct and operate a Solid Waste Transfer Facility in the Borough.
